The Japanese Government has already taken action by
requiring that a cash deposit shall be made for double the value
of the coal. 1.8. over and above the price paid to the seller,
before shirment will be permitted, and this cash deposit will
only be released on the production of certificates from the
Japanese Consul in Manila that the coal has been delivered to
bona-fide consumers here. This is all right as far as it goes,
but it is something like closing the door after the horse has
been stolen, for the coal which has been already shipped out of
the port for use of the German cruisers in oriental waters was
diverted from contracts made with bona-fide consumers, and these
will now have to certify that the coal coming in to replace it
is for their consumption, thus unwittingly making themselves
accomplices after the fact.
The precautions taken by the Japanese government are
defective for the reason that the cash deposit imposes an unjust
burden upon the bona fide consumer, while if the enemy really
wants coal, it will matter little to them whether they pay a trip
The only practical measure of protection triple price or not, is to constitute an absolute boycott against the individuals who have been supplying or may be suspected of intending to supply coal to the enemy. It is impossible that a Consul with his limited staff should be able to attend to this special matter but it could be easily controlled by the government sending a special representative here until such time as the enemy's cruisers have been rounded up. The matter of expense should not count, as it is of the greatest importance that Australia
should not lose its good market here while loyally preventing
